This piece of work was a third party review by NEA of South East Water’s current social tariff, aiming to identify gaps, recommend improvements, and ensure the scheme remains sustainable, flexible, and responsive to local, regional, and national challenges.
This bespoke report represents Phase Two of the project and includes:
- A review of affordability outcomes and recommendations in line with Phase One findings.
- Identification of customer groups at risk of missing out on support.
- An analysis of water poverty in the SEW region using data from the Households Below Average Income (HBAI) and Family Resource Survey (FRS).
- Strategies for more effective targeting and awareness-raising of available support.
- Short-term actions to improve the scheme within current price controls.
- Medium- and long-term recommendations to guide SEW’s future business planning.
This review aims to ensure SEW’s social tariff is fit-for-purpose and effectively addresses the evolving needs of their communities.
